Over 1,000 Ukrainians added to Russia’s “list of terrorists and extremists” since 2022

As of July 10, 2025, a total of 1,143 Ukrainian citizens had been added to Russia’s “List of Terrorists and Extremists,” which is maintained by the country’s Federal Financial Monitoring Service (Rosfinmonitoring), according to an independent analysis by a data research center led by Kirill Parubets and commissioned by The Insider. Ukrainians now make up approximately 6.5% of all individuals on the list.

The researchers note, however, that the list is not comprehensive. For reasons that remain unclear, Ukrainian citizens accused of participating in combat during the Armed Forces of Ukraine’s (AFU) incursion into Russia’s Kursk Region, as well as many Ukrainian military personnel convicted by Russia-installed occupation courts on terrorism-related charges, are not included.

Before Russia unleashed its full-scale invasion of Ukraine in 2022, the list included 304 Ukrainian citizens, many of whom were natives of Crimea prosecuted in the aftermath of Russia’s annexation of the peninsula in 2014. Of that original group, only 151 names remain. Over the past three years of full-scale war, more than 1,000 additional Ukrainians have been added to the list.

An upward trend

The number of Ukrainians added to the list has grown sharply each year, approximating a geometric progression. In 2022, starting from February 24, 86 individuals were added. That figure rose to 168 in 2023, then surged to 437 in 2024. 391 Ukrainians were added in the first six months of 2025 alone.

The proportion of Ukrainians among all those added to the list has also steadily gone up: from 5% in 2022, to 7% in 2023, 12% in 2024, and a record 17% in the first half of 2025.

What is this list?

The “List of Terrorists and Extremists” includes individuals, both Russian and foreign, who are suspected, accused, or convicted under articles of Russia’s Criminal Code related to terrorism or extremism. Placement on the list results in the immediate freezing of all bank accounts within Russia and restricts the amount of money a person can spend to no more than 10,000 rubles (just over $125) per month.

Relevant Russian criminal code articles used to form the list include those related to:

  • Terrorism (205, 205.1, 205.2, 205.3, 205.4, 205.5)
  • Extremism (280, 280.1, 282, 282.1, 282.2, 282.3)
  • Sabotage (281, 281.1)
  • Other crimes against the “foundations of the constitutional order” (277, 278, 279)

Removal from the list typically occurs after a conviction is overturned, a sentence is served and expunged, or, more commonly, upon the individual’s death. Since the list’s creation, 243 Ukrainian citizens have been removed from it. Including those names, the total number of Ukrainians that have been included on the list at one time or another stands at 1,386.

Methodology

The analysts counted Ukrainian citizens on the list by identifying individuals whose place of birth is recorded as a region or city in Ukraine, including areas currently under Russian military occupation. The method does not account for those who obtained Ukrainian citizenship through naturalization or marriage but were born outside the country.
